WikiLeaks, a former chief judge of Mauritius blacklisted for corruption in the Seychelles

He is suspected of having received favors from the ruling party in the Seychelles. The Mauritian Alleear Vivekanand, former chief judge of the archipelago, was blacklisted in a note from the U.S. Embassy in Mauritius that he got first choice of land for development projects of the regime of Albert René. And funding studies of his son in England. This is shown by a note signed by Cesar Cabrera November 7, 2008, and posted by Wikileaks this August 30, 2011. In this document entitled "Paradise Lost: How corruption bankrupted Seychelles," the U.S. ambassador made an inventory of the darkest of the archipelago plagued by defaults, lack of foreign currency as well as institutionalized corruption by the sole ruling party, the Seychelles People's Progressive Front (SPPF).
 
Having put forward the "circumstantial evidence" by which is none other than the power that people fill their pockets, Cesar Cabrera cite cases where justice would have been complicit in their actions.
 
For example, he says, August 5, 2008, the second largest hotel in Seychelles, The Plantation Club, was put into liquidation at the request of Mahé although it has only 8% of assets in the establishment. The next day, Judge Andrew Ranjan Perera, who issued that order, was appointed Chief Justice to replace the Mauritian Vivekanand Alleear supposed to have been forced to resign in January 2008.
  
According to information of Americans, foreigners continue to be placed at the head of the judicial institutions of the islands as they are more "malleable". In addition to huge salaries, a system of "patronage" is believed to have been set up to have some influence on them, said Cesar Cabrera.
 
Cases of favoritism and patronage are listed in bulk, such as the Mahé decision to sell island $ 75 million was injected for a proposed shrimp farm. The lucky buyer is the Indian Chinnakannan Sivasankaran that President James Michel has appointed "Ambassador-at-Large." Mahe, however, preferred to withdraw its diplomatic visa for the latter to the U.S. embassy when it wanted to know it would be its exact function.
 
Corruption is as Vocere Ralph, who is the editor of a local newspaper, was forced to print his future articles in Mauritius, his printing was closed. Best of all, he was arrested by the Mauritian authorities to her off the plane in October 2008 based on information provided by the Seychelles authorities that he had heroin in his luggage ...
 
So Albert Rene is cited as one who really runs the Seychelles, the Americans call Francis Chang Leng, the former governor of the Central Bank of Seychelles as a symbol of corruption. He had spent eight million Seychelles rupees for a small group of employees who were with him in his travels abroad.
 
In his comments, Cesar Cabrera says it is very difficult to obtain evidence of such corruption, justice itself is not considered impartial. "The plethora of circumstantial evidence, however, There Is That Does support significant corruption in the system," he writes.
 
A late last night, Vivekanand Alleear was unavailable for comment. It is not listed in the directory. Even his lawyer friends can get in touch with him.

    Even if one could prove that these are actually from the CIA, how can anyone in their right mind trust anything coming from out of Langley? They are the most corrupt and biased organisation in the world whose sole role is to carry out state sponsored murders around the world in the name of uncle Sam!

    This is a timely reminder, given the number of constitutional cases before the courts lately.

    When the judge's decision does not make sense, there's the explanation. Corruption.

  8. Vivekand's son's education fees in UK was indeed paid for by the SPPF government. Someone posted this on AKS a few years ago and even posted a scan of the payment document. Pissedoff, what say you? Want me to find it for you?

  12. It has been a bad few days for our bankal judiciary. The reputation of these judges serving Parti Lepep regime is tarnished forever. Being a judge in Seychelles is now a disreputable profession. All thanks to Parti Lepep and its legacy for Seychelles. No wonder the government wins cases in the courts, no matter how crap the Attorney General is in defending cases in court.

    What I see is a judiciary made up of judges of suspect legal background, constantly looking over their shoulders for government thugs sent to keep them in line and more interested in keeping their contracts and privileges than administering justice.

  29. The message from Parti Lepep is that it does not matter who you vote for, as long as you do not boycott. Not so long ago, they wanted to win all seats in the national assembly. They are now prepared to share their supporters and the national assembly with David Pierre.

    Parti Lepep is running their campaign against the parties not taking part, not the party that is taking part. The enemy is still SNP and other parties boycotting the elections.

    Parti Lepep obviously does not see David Pierre's party as a serious and credible challenger in the country. But he will do just for pretending that we do not live in a one-party state.

    The real opposition will be outside the national assembly. The national assembly will be an irrelevance, just like its predecessor, the People's Assembly, was in the one-party state second republic.

  30. I see no reason for voting for PDM, even if I am not voting for PL. The two big fish in the party, Carpin and Pierre, have shown us that they are not reliable politicians. Carpin executed one of the most public acts of betrayal in the history of the country, when she voted with Parti Lepep in the national assembly. Even Albert Rene did his coup d'etat in the dead of the night while everyone was asleep.

    Pierre's action at the start of the presidential campaign shows that he was prepared to see Michel win. Why vote for him now, and not one of Michel's candidates ? He is a traitor too.

    As for the other PDM candidates, they are complete nonentities, unworthy of a cross next to their name on the ballot paper. Pierre and Carpin have clearly failed to attract any credible candidates from the so-called disillusioned opposition. This is the first sign that the vast majority of the opposition are behind the boycott, even if Parti Lepep government will force people to vote.

    We will not vote for Pierre and Carpin and their bunch of ignorant and selfish hangers-on.

It is a strange way to achieve UN Millennium Develop Goals by the head of state surrounding himself with women in his office, not to mention nepotism and cronyism !   32. Naturally a 60% female appointment will lead to speculations that Michel is hoovering each one of them, but come on guys, the man is almost 70 and even after popping 5 Viagras he can't handle more than 1-2 at a time.

    But look at the positive side of it: He is filling his administration with fresh blood who can be trained and bring his legacy further on in the future.

    Ramkalawan does the opposite: He locks everybody out and wants all the power for himself.

    Maybe there is something to be learnt frm Michel after all.

  40. Pierre is running on SNP's record. Parti Lepep is running against SNP, not a single mention of David Pierre and PDM, as if the do not exist. Parti Lepep is obviously running the campaign they planned before the boycott was announced.

    Michel says MNAs are there to make civil servants work by criticising. He obviously does not expect the national assembly to oppose the government, criticise it and force it to work. How arrogant and narrow minded. In his democracy, the national assembly is a mere rubber stamp. Ever since multi party politics were forced down their throats, Michel and Parti Lepep have failed to understand what democracy means. He and Pierre are now the biggest obstacles to the country's democratic development. Michel wants a compliant opposition that exists on paper only. Pierre is asking to be made leader of the opposition because he is prepared to sit down with Parti Lepep and sign surrender terms. He is promising a love-in with Marie Louise Potter, with Herminie the gooseberry.

    i) Is the job of the opposition to oppose the government no matter what or to oppose the government when and only when it is doing what's not best in the interest the country?

    ii) Is it OK for the opposition to support the government at all in any case or subject?

    iii) Does SNP have a monopoly being the opposition or can any other party become the opposition?

    iv) If any other party than PL would be in power, would they expect the opposition to support them as described in point ii) or would it be expected that the opposition would be against them no matter what?

    v) Can any non PL supporter here mention 5 good things that the PL has done in recent years?

  44. The real opposition is united, and that includes SNP as it remains.

    Pierre is not an opposition, he and his party are a break away ZEEDA Party that betrayed SNP and now they betray Freedom.

    18 of 25 candidates in Pierre Zeeda Party are known SPPF stalwarts, who have done nothing in opposition. The rest came from SNP and they sell outs.

    It is good SNP cleans out the sell outs. Then maybe it can get back to sensible focused politics, and not become subject to manipulation of SPPF PL plants in-house.

    But there is still a few more plants in there.

    Time will heal the opposition and time will judge Pierre and clean out PL Communists.

    So far, so good. The pressure of the BOYCOTT has made PL leadership disjointed in presentation, and panic is obvious.

    They don't even know that for a National Assembly PPB the broadcaster is the candidate, not the President of the Republic.

    Another sign of no de-linking.

    It just gets worse.

  46. I do not really understand Parti Lepep supporters. As SPUP and SPPF supporters, they were very proud of their one-party state after 1977 and were kicking out anyone who wanted democracy. Now they pretend they are hurt when we say we still live in a one-party state because they tell us they have converted themselves into democrats. They talk about democracy but their leader James Michel was totally lost last night trying to explain what democracy is and what role a credible national assembly plays in a democracy. He should stick to toting AK47s. What's more, they seem to have taken a shine to David Pierre and his Mouvman Demokratik Popiler, because this is the only way they will get an opposition in the national assembly. Was it not David Pierre who shouted "coward" at James Michel in the national assembly when James Michel dissolved the assembly at the end of his State of the Nation Address in 2007 ?

    If you support Parti Lepep, you are not a democrat and do not believe in democracy. Simple. A wolf in sheep's clothing is still a wolf.

    What we see in this election is that Parti Lepep is not wasting its campaign money and breath fighting David Pierre. They really want him to win a few votes to get a proportional seat at least, without having to resort to fraudulent practices with the ballot papers on election night. Parti Lepep is fighting the real opposition and the democrats in this country and the boycott.

    These are Parti Lepep's real opponents in this weird election -- real opposition, real democrats and a real boycott. That's not on the ballot paper, unless you spoil it.
