Sakr el-Materi is in Jeddah, Saudi Arabia. He was arrested in Seychelles before escaping once again from Tunisian justice looking for him for corruption and embezzlement. Ben Ali’s son in law is very lucky and has influential friends. While the Tunisian justice minister hastily announced el-Materi’s arrest in Seychelles on 14 December and his expected extradition to Tunisia, where the accused is wanted for embezzlement of public funds, the ex-tycoon managed once again to slip through the net. The Saudi authorities intervened and ordered the Seychellois authorities to release el-Materi so that he could return to Jeddah on his private jet. In fact, he was arrested only because his diplomatic passport, which he took with him when the Ben Alis fled, was not valid any longer. More failure for Tunisia which has already requested in vain his extradition from Qatar where el-Materi took refuge after the revolution. But after the Four Seasons of Doha and the beaches of Seychelles, not sure he will enjoy the Saudi hospitality for long.

South Africa and Seychelles to boost cooperation

(Forimmediaterelease.net) Seychelles and South Africa are set to widen cooperation sectors following a bilateral meeting held today with Mrs. Maite Nkoana-Mashabane, the Minister for International Relations and Cooperation of South Africa to Seychelles, and her delegation at the Ministry of Foreign Affairs.
The Minister for Foreign Affairs, Mr. Jean-Paul Adam, and a delegation of government representatives met with Minister Nkoana-Mashabane to discuss broadening the excellent working relationship between the two governments.
“South Africa is Seychelles’ biggest African partner, and we share many mutual interests, not just in terms of the development of our countries but also a shared optimism for a bright future for Africa through our strong bilateral partnership and in our engagement with the Southern African Development Community (SADC) and the African Union,” said Minister Adam.
During this session, the two ministers discussed expanding cooperation in the health sector, tourism trade, and investments, as well as in culture and sports, through the sharing of expertise, training for personnel, and deepening dialogue to maximize potential partnerships.
The South African Minister also took this opportunity to thank the government of Seychelles for what she described as a “historic contribution” to the SADC-led Madagascar talks hosted by Seychelles earlier this year and commended Seychelles for the commitment shown to the process, and for the country’s genuine engagement with African affairs.
Other areas of cooperation discussed include educational support through the provision of further scholarships and possible collaboration with the University of Seychelles, and closer collaboration in the area of maritime security in the Indian Ocean, as well as the support of maritime-related industry in the region.
“South Africa is one of our most valued partners, with a wealth of experience to share, not just in traditional development areas but also in the nurturing and preservation of culture and in the use of sports as a liberating force for the youth of a nation and Africa as a whole,” said Minister Adam.
Minister Adam added that he was grateful to South Africa for the friendship and support extended to Seychelles as a true and equal partner despite being the smallest country in Africa.
The South African Minister is expected to call on Seychelles President James Michel at State House the following day.

Seychelles Minister Mitcy Larue attends 2012 Health Conference on Primary Health Care in Cuba

(Forimmediaterelease.net) A three-person delegation from the Seychelles, headed by the Minister of Health, Mitcy Larue, recently went to Cuba on an official visit. Under the invitation of the Public Health Minister of the republic of Cuba, HE Dr. Roberto Morales Ojeda, Minister Larue was accompanied by Dr. Henry Telemaque, Consultant in Charge of Surgery at the Seychelles Hospital, and Mrs. Lalatiana Accouche, a Diplomatic Attache from the Ministry of Foreign Affairs. During their visit in Cuba, Minister Larue also attended the “2012 Cuba Health Conference on Primary Health Care” where Dr. Telemaque made a presentation on Health Promotion in the Health Sector.
Minister Larue also had discussions with Dr. Roberto Morales Ojeda, Public Health Minister, where she thanked Dr. Ojeda for the good cooperation between the two countries. The two ministers also discussed the ongoing bilateral cooperation between Cuba and the Seychelles. The Cuban Minister of Public Health has agreed to consider Seychelles’ request for more specialists in the health field as well as nurses. Dr. Ojeda has also confirmed that a multidisciplinary team from Cuba will also be deployed to Seychelles to study the possibility of setting up an Ophthalmology Center here. A consultant will also be in the country early January to assist with the review of the structure of the Ministry of Health.
During the visit to Cuba, Minister Larue and her delegation also visited many health facilities and institutions and were positively impressed with the Cuban health system.
The Minister also had the opportunity to meet with the 14 medical students currently studying in Cuba. Minister Larue congratulated the students and was very satisfied with their performances, which according to their professors, are doing very well.
The Minister for Health also met with the ex-Cuban Ambassador, Hon. Maria Ida Nogales Jimenez.
Exim Bank extends LOC to Seychelles of Rs 55 crore

Export-Import (Exim) Bank of India, at the behest of the Government, has extended a Line of Credit (LoC) of $19 million to the Government of Senegal in West Africa and $10 million to the Government of Seychelles, an island in the Indian Ocean. The credit will be used for financing fisheries development projects in Senegal and import of goods and services from India for specific projects funded by Development Bank of Seychelles.
With the signing of these LoC agreements, Exim Bank has now in place 167 Lines of Credit, covering 74 countries in Africa, Asia, Latin America, Europe, Oceania and the CIS, with credit commitments of over $8.67 billion, available for financing exports from India.
This is the third LoC extended by Exim Bank to Seychelles and the tenth to Senegal. Under the LoCs, Exim Bank reimburses 100 per cent of contract value to the Indian exporter, upfront upon the shipment of goods / provision of services.
Export-Import Bank of India ( Exim Bank) has, extended a Line of Credit (LOC) of $10 million (Rs 55 crore)to the Government of Seychelles for financing import of goods and services from India for specific projects funded by Development Bank of Seychelles. This is the third LOC extended by Exim Bank to Seychelles. The first LOC for $5 million (Rs 27.50 crore) was extended to Seychelles Marketing Board (SMB) on commercial terms. And the second LOC of $8 million (Rs 44 crore) was extended, taking the total value of LOCs extended to $23 million (Rs 126.50 crore). The LOCs have supported supply of vehicles, medicines, food items and so on.Under the LOCs, Exim Bank reimburses 100 per cent of contract value to the Indian exporter, upfront upon the shipment of goods / provision of services. The International Monetary Fund, at long last, has begun to open up. Gone are the days when it acted as a handmaiden of Western, mainly US, economic orthodoxy. It is even throwing a gauntlet down to the mighty US Federal Reserve, questioning the effects its constant monetary boosting has had on the rest of the world.

Over the past decade, the reform debate had centered mainly on giving emerging market economies more voting power, by commensurably reducing the voting shares of the "rich" world.
Given the global economic dynamics, the adjustment was of course long overdue. One clear indication is that the IMF's senior-level staff members have become much less American and less European. But now, the first substantive consequence of these shifts are beginning to emerge.
The frontline of this fight is the IMF's Research Department, where old school guys (yes, mostly guys) and rich country governments battle the new thinkers. Take, for example, the third quantitative easing (QE3) the Fed announced in late 2012. From the American perspective, the big boost in money supply is intended to stimulate economic growth - and therefore job creation - at home.
The extent to which these measures actually achieve that goal continues to be the subject of much controversy even in the US. What is not controversial is that these measures can have a negative impact on emerging market economies. And policymakers there will generally agree that it is important to have a growth-oriented US economy.
But there is growing concern as to whether US authorities are not increasingly poking in the dark with their policy measures. QE3 has mainly boosted the stock market, not the real economy - and even the stock market effect is wearing off.
Either way, emerging market economies are no longer willing to acquiesce. Brazil has stepped forward to lead the defense. That has upset many US policymakers. Perhaps not surprisingly, that has also generated a lot of negative press about Brazil in the US media.
Enter the now more open-minded IMF, as Boston University professor Kevin P. Gallagher has documented, it has issued a whole range of reports that cast a critical eye on the spillover effects that quantitative easing in the US has had on emerging market economies.
The IMF found, for example, that lower interest rates in the US were associated with a higher probability of a drastic increase in capital flow into emerging market economies. And it declared that such increase in capital flows can cause currency appreciation and asset bubbles, which in turn can make exports more expensive and destabilize the emerging market economies' domestic financial systems.
In addition, the IMF is warming up to the view that, in order to fend off these problems, it may well be advisable to use counter-cyclical capital account regulations, as Brazil and South Korea have begun to do. The use of such regulations flies in the face of the old IMF orthodoxy. At the behest of the US Treasury, especially under secretaries of Treasury Robert Rubin and Larry Summers during Bill Clinton's presidency, it preached the "gospel" of unfettered capital market liberalization to the newly emerging economies.
What shines through all these technical-sounding arguments is that the burdens of adjustment are no longer automatically imposed on the recipient countries in the South. The countries in the North, mainly the US, may need to regulate the outflow of capital from their shores.
Powerful new voices, such as Singapore's long-time Finance Minister Tharman Shanmugaratnam, who serves as the chairman of the IMF's key Policy Steering Committee, and his Brazilian counterpart Guido Mantega have seen to it that the notion of "global governance" finally gets some real-life meaning.
Global governance reform is about much more than changing voting rights in the IMF's and the World Bank's boards. It concerns a very hands-on process to ensure a fair and equitable share of the burdens of adjustment in the global economy and finance.
The success of this campaign owes much to the fact that the richer countries from the South now act very much as global lenders, too. As a result, it can no longer be said that a bigger role for the emerging market economies would mean putting the borrowers in charge of an institution that ought to be rightfully controlled by the lenders.
The world at large has reason to rejoice in the fact that the IMF is taking off its self-imposed ideological blinders. If the current trend of change continues, and all indications are that it will, it would represent a big step forward for better global governance.
That this is happening in the field of global finance makes it that much more meaningful. It is a key step in reining in an industry that has completely lost its focus on serving the real, not the surreal, economy and whose machinations have proven to have effects similar to nuclear radiation.
