Seychelles Central Bank Taps Into Food Reserve To Save Michel’s Failing Policies




Two (2) weeks ago the Central Bank of Seychelles tapped into our reserves, which was 2 ½ months of food purchase and imports to buttress the drastically falling Seychelles Rupee that had devalued by 35% in Six (6) months. Since the IMF reform had started, the Seychelles Rupee has devalued by over 50% outpacing the Black Market rates in 2009 at the commercial banks. If the Central Bank did not intervene, the Seychelles Rupee would go into free fall.

To explain away this Central Bank intervention, in a very volatile currency market,  Mr. President went on SBC in “A Moment With Mr. President”, and covered up the Central Bank intervention, that has attempted in vain, to save his failing economic policies, which he cunningly calls “A  FREE MARKET”.
There is nothing really “free” about this market under James Michel. I am beginning to think his perception of “Free Market” has nothing “free” about it.


Rule: Devaluation of Seychelles Rupee is Due to Lack of Inflow of Foreign Exchange

The Governor of the Central Bank Caroline Abel has gone on SBC to tell the People of Seychelles that the devaluation of the Seychelles Rupee is due to a lack of inflow of foreign exchange.

Lack of inflow is a direct consequence of decisions Government of Seychelles has taken in the recent years and past months, which in fact have curbed Seychelles ability to continue to maintain adequate inflows, to meet demand for hard currency , and keep the Seychelles Rupee stable in a rapidly  changing World.
Basically, to run a country these days, Mr. President has to be on his toes, and his Ministers need to know how to tip toe. Some do, but most simply cannot.



What Policy Is Causing The Failure?

We all know Fisheries has been under threat by pirates for years. But for the last Two (2) years, the purse seiners have carried on them, armed men as escorts, as per numerous articles I wrote asking Government to permit this for Five (5) years. After Three (3) years, they relented to the idea, permitted it, but only foreign companies can do this work. Seychellois are banned, and hence, a source of foreign exchange is lost. Today, the canning factory is back on line producing tuna.

A few commission middle men in government may be banking money overseas, for fishing rights licenses, but they are not many people. But they do bank a large amount overseas fraudulently, and Government of Seychelles, IMF must see to it that they not only return this money, but they are fully prosecuted to give credibility back to the Michel Administration, who up to now, appears to be protecting and promoting them.
We do not have just a drug problem in Seychelles growing around marijuana, cocaine, heroin, we have a corruption problem, and this government has in silence, protected its big fat fish that thrive off it. Mr. President has talked tough on corruption, but has done nothing to balance the tough talk with action.

In the end, this aggravates the suffering and pain, of every single Seychellois man, woman, child, infant. Mr. President, our people are SUFFERING! I say SUFFERING, man!


$2.1 Billion Deposit In Swiss Accounts By Seychellois Citizens

By co incidence, the Swiss National Bank (SNB) – Switzerland’s Central Bank has released a report this week, that list Seychelles Citizens having deposited $ US 2.1 Billion into their accounts. This corresponds accurately with the IMF estimate of $2.5 Billion evaded by Seychelles Citizens.

This illicit capital flight has severe consequences for …[Seychelles], it cancels investment, undermines trade, hurts competition, worsens income gaps and drains hard currency reserves of [Seychelles].

Are you reading this Mr. President? Are you still there?



Tourism Malaise Getting Worse

The biggest problem concerning inflow of foreign exchange is Tourism underperformance.

Well, if you want tourist to come to Seychelles, you need a marketing program and strategy implemented every year. Who is the Marketing Director of Seychelles Tourism Board? No one.

Where is the Marketing Budget? Spent on Carnival, once a year and used to pay the printing of books St. Ange hands out on visits to diplomats?
To add to this malaise, Mr. President took Alain St. Ange a good front man and excellent time tested back slapper, who is good at promotions, and made him a Minister, resigned to speeches and policy reworking in the realm of theory.

Now, St. Ange, with all his talents, is whisking off to Rio, Brazil for a conference, back for a few days, then off to the UN for a speech on Tourism in the World, then back to Mauritius for “Festival of Shopping” parade opening. While there, he promotes the “Vanilla Islands” partnership, lobbies to become President of the Vanilla Committee of the Indian Ocean and does, since no one else wants the title, then he schedules a meeting of this committee at National House. Before he gets back, he spins off to Madagascar, and tries to promote Tourism there. He comes back to Seychelles, then he hops over to La Reunion, to try to get Air Austral more involved in Seychelles as they shelved direct flights from Charles De Gaulle this March, because Etihad had bought Air Seychelles. Every step of the way, he feeds e- turbo, with press releases, a Tourism portal. Yes, Seychelles name is on the web, but the deals to make Tourist come to Seychelles are not being sealed. The relations with partners are not being patched up. This affects the foreign exchange inflow and Seychelles’ bottom line.



St. Ange is playing the policy and diplomacy card of being a Minister. The end effect on Seychelles bottom line , is simple, no one is promoting Seychelles as a Tourism destination in real time, to deal with the real partners, who have real problems with our product. Cost, difficulty to get to Seychelles, theft and robberies against tourists, rip off prices, high taxes, poor service, and so on.

With total neglect of our partners needs and concerns over our product overseas, the consequence is a not so respectable bottom line which has Pierre Laporte the Minister of Finance screaming and getting aggressive, and Mr. President, saying all kinds of funny things to: 1. justify a volatile currency market, 2. justify Central Bank intervention in the markets,3. justify using 30 days food reserve money to prop up a failing industry, because a Minister, focused on grandiose policy, image promotion has taken his eye off the ball in a crisis, in my view and opinion. 



Three (3) Month Rule Does Not Work When You have A Crisis

After the reshuffle of Ministers took place at the beginning of the year, Mr. President told us in a Cabinet SBC filming that he has: “asked the ministers to submit a Three (3) month plan for their ministries, like a business”. Cute!
But in reality, when a crisis takes over, there is no time for Three (3) month plans. It is in crisis times, that the metal and character, and personal ability of ministers are tested, even if some prefer to consider “a crisis” only when their wife or husband discovers the lovers on the side whose life style is fueled by ministry perks.



When Our Crisis Started

When Air Seychelles stopped flights from Europe, our crisis Mr. President, started. Simple.

Unless direct flights are re instated, unless St. Ange is sent back to STB to be the Marketing Director, we will all be in a prolonged crisis.
We must all in one voice, give credit where credit is due, the man did a good job interacting with tourism trade partners on a day to day basis, and dealing with marketing of the destination, sometimes with very limited resources, but he did what he could and he was effective during crisis times.
We need St. Ange where he is most effective: STB Marketing Director, and he must be also tasked to groom the next Marketing Director before he retires from the post, a job he did not do while at STB.

While you are dealing with this crisis, Mr. President, recall we have a shortage of nurses and doctors at the hospital. To end this crisis, I propose you send all MNA doctors and nurses back to the hospital where they are needed in times of crisis. There is another SOLUTION!

In the meantime…….

While Mr. President is sorting this mess out, created by himself, which has put us in a crisis, which explains the continued volatility in the currency markets, high inflation, devaluation, revaluation, then another tap, into another $100 Million in our 30 day food reserve in October 2012,please, I say please, either, I say either, negotiate with Etihad to allow Air Seychelles to run direct flights from Europe Charles De Gaulle, a key hub for Seychelles weekly, or, I say or,  let us pull people and resources together, to start another airline, without Etihad’s involvement and start direct flights, before all of Seychelles ends up at Mont Fleuri, at the same time, to buy a plot for you know what.
Some of us do not need to buy plots, yes of course.

Pp has no solution to the problem they have created .They have not been able to fix things in thirty three years alone on pwoer how would you expect them to solve it now.

Pp Austerity is simply economic suicide.The Butcher is about to bankrupt us a second time in four years though multi-millions given to him by foreign donors to supposedly fix our economic free fall.

And since Pp is conducting the same failed polices as for the alst thrity-three years it is clear it would produce the same failed out come.Example,While in a recent article in ALVERITY ,Chris detailed solutions of how to solve amny probelms created by pp,such as reducing those BERTHS,allowing more licnese to Seychellois than foreigners ;PP has again licesned a foreign charter yacht company to open on our shores.with it more environemntal destruction,and fiancail leakage wil contunues.In other words.PP crooks are not interesting in the welfare of their poepl and country but that of foreigners.Seyhellois need a president that represent seychellois not foreign intersts monkey.
Time to get rid of those hanful of monkeys.

Some corrupt Tanzanians, including prominent business tycoons and some top government officials, have secretly stashed away a whopping Sh315.5 billion ($196.87 million) in Swiss banks, The Guardian has learnt.

The amount is a quarter of th
e amount Kenya’s tycoons and politicians have secretly stashed away in Swiss banks.

According to a report released by the Swiss central bank, Swiss National Bank, early this week Tanzania is among eleven African countries whose nationals have secretly stashed away millions of dollars in the country’s banks.

This is the first time the Swiss central bank has released financial details on various culprits who have stolen billions of dollars from Africa - an indication that gone are the days when African thieves enjoyed strong protection of their looted billions by Swiss banks and authorities.

The report further shows that Kenya is the leading offender in East Africa in terms of the amount of money that has been stashed away in Swiss banks. According to the report, a staggering Ksh72 (Tsh1.296 trillion) is in the country’s banks.

The report shows further that other countries whose nationals have stashed stolen wealth in Switzerland, in billions of Swiss francs, include Uganda (154m), Egypt (798m), South Africa (795m) and Seychelles (2.515bn), Zimbabwe (96m), Senegal (150m), Rwanda (29m), Sierra Leone (29m), Somalia (1m) and Sudan (179m).



“The total overseas funds in Switzerland’s banking system stood at 1.53 trillion Swiss francs,” the report adds.

For the past one decade global pressure has been mounting on Switzerland to ask its banks to share information about their clients with foreign governments.

Reacting to the report by the Swiss central bank yesterday, director general of the Prevention and Combating of Corruption Bureau (PCCB) Dr Edward Hosea (pictured) said, “ We are going to write to the Swiss authorities on Monday (next week) to demand a copy of the report.”

“We want to know the names of those who have secretly stashed billions of shillings in Swiss banks…we promise to recover the stolen billions once we have the list,” the PCCB chief told The Guardian over the phone.

The anti-graft czar further said, “People should stop laundering money to Swiss banks because they are no longer a safe haven as they used to be in the past.

Things have changed so much that in today’s world, no matter how long it might take, in the end all the culprits would be known and arrested.”

Early this week Dr Hosea, who is also chairman of the African Union’s Advisory Board on Anti-corruption (AU-ABC), expressed dismay over the continuing ‘rampant corruption’ in the continent, blaming some leaders for abusing their offices and condoning the malpractice.

Dr Hoseah made the remarks in Arusha when addressing the board’s members who are preparing its annual report to be presented to the AU summit scheduled to take place in Addis Ababa, Ethiopia, next month.

He said Africa has been losing billions of dollars annually through corruption, adding: “On a yearly basis Africa loses more than USD148 billion due to the practice, and the perpetrators of corruption are taking the money from the continent to banks based in the developed world.”

Citing an African Development Bank’s (AfDB) recent report, Dr Hosea said: “It is estimated that 50 percent of tax revenues and USD30 billion in aid for Africa ended up in corruption. Today the scenario has not changed, as some African leaders have become thieves in government offices while petty corruption continues to ravage the continent.”

Between 2001 and 2008 Tanzania lost an estimated $1 billion (Sh1.6 trillion) due to corrupt deals masterminded jointly between corrupt tycoons and some top government officials. Among the scandals that cost the nation dearly were the Bank of Tanzania’s Twin Towers project, looting of the External Payments Arrears (EPA) account, Meremeta gold scandal, Deep Green Finance Ltd, British Aerospace Engineering (BAE) Systems and the controversial radar deal.

Nopt before we screw the arse of PP.St Ange as PP monkeys have no master plan of how to revive4 our Tourism industry they ahve destroyed by their failed polices.

While the cry out on Fianacail leakage and askinh business people nak their wealth here ,Pp foroget to tell us that it is a PP policy that has allowed fianacail leakage to happen and which is destorying our ecnomy that Central Bank must once gain dig in our Antional reserve.The later was emptied by Michel in 2008 anf from there on foreign loan has allowed must to have a small reserve which PP is about to emepited once again.

In order ot revive our Tuorism industry as has been sadi several times ,we need to have our National Airline operating direct flightfrom Europe to Seychelles and not from Dubai to Kilimanjaroo Kenya.Eurpeoan are the biggest tourist supplier not kenyans nor kamels from Dubai donkey.

A one or two flights from China annually,teem with communist workers whose trip were paid by China communist party(specail price amde by Pp) as encourage for their long service to the party these are not tuorists our country need.

The less democratic a country is the less genuine economic success it is likely to register.

If a country is no registering economic success, it will impoverish its people, while enriching a small group beyond the imagination of the general public, because, their riches and wealth, come at the cost of the general welfare.

Now explain to us, who has deposited the $2.1 Billion into Swiss Bank accounts, that the Governor of the Central Bank of the Swiss National Bank, says was deposited by SEYCHELLES CITIZENS?????

Putting fire in building by PP thugs and benefitors to save the cost of demolishion is endemic.Ex-Village Du Pecheur was burnt not only to save demolision cost but to gain insurance.Foreigners gifted our lands ,Some were igniting Bush fire on land gifted to them,for ther same reason ,reduce cost of deforesting the land.On Derosches Island two years ago there was a fire,(note we have never had fire on any coral islands before)in order to make space ofr new hotel.

No tourist arrival and all main hotel establishement owed by ofreigners who keep the mobey abraod(fanacial leakage.Thus the reason why Chirs provides solution in one of his article.
One would ahve hoped since Pp zhugs ahve no ideas they would at least grab to other ideas.No even that they cannot do.Instead of fighting Faianacail leakage Pp has licensed another froeign yatch charter therefore more fiancail leakage.

But PL must move fast to lose the future in a moment of procrastination.

Solution:

1. they must bounce St. Ange back to STB as Marketing Director ASAP.

2. Send him to meet with every company in Europe that sells Seychelles individually, register all their gripes and appeal to government to correct all gripes;

3. initiate direct flights to Charles De Gaulle once a week first, with commitment of more flights if market and partners support Seychelles in unity;

4. cancel or not renew charter boat licenses and make declaration as such except for 100 boats, exception being bona fide owned seychellois yahcts;

5. freeze any further development in tourism hotels ;

6. 286 houses licenses without hotel infrastructure, must be taken off the official listing since they are giving Seychelles a bad name in many cases;

7. combat crime seriously in tourism zones;

8.reduce incidence of taxes which causes tourist holiday to be too expensive, example, a. cut tax on wine, b. cut tax on beer, c. cut tax on fuel.

9. A comprehensive program that is serious to deal with sharks,must be implemented;

10. comprehensive solution to electricity and water shortages must be implemented.

It sound surreal what!Well,e knew it back in 2008 when the Butcher declared to the people that he has bankrutped our country.This was confirmed and made public by Swiss banks recently.So,the astronimc amount is real and it typifies what for a rogue regime we have .

I think the people is not interesting of comapring their stolen wealth to that of Mars mission but rather awaiting for the Butcher and ilks to tell us when are they going to bring our stolen wealth back,for the country in dire-straits and those billions can get us out of PP mess.

We could sponsor Air Seychelles and re-operate direct flight from Europe/Seychelles to bring back the tourists our hotels need thus foreign exchange the central Bank is lack of.Reduce Financial leakage by investing in our people and local comapanies.We could invest in our own tuna seine fleet etc...

Well if money is owned by legitimate business people, it is Michel's government that allows them to smuggle money, but I doubt it.

Everyone in Seychelles that meets Michel and any PL should ask directly who banked the $2.1 Billion and bring it back, we need this money.

People of Seychelles suffer greatly, because this money has escaped us.

Blue Panorama has pulled out of Seychelles as of Sept.

Dreadful lost of direct flights.

What did St. Ange do to help sustain Blue Panorama?

Mauritius gets over 100,000 Italian tourist a year, why do they go there and not here?

While St. Ange was giving speeches in Rio and UN, Blue Panorama was flying in empty. Partners need constant attention and adjustments in this market, by government.

This is another example of not focusing on core issues that affect the TRADE in time of crisis.

Which airline will be next to pull out before PL changes it's approach in this crisis and start meeting demands of the trade, in cutting prices, reducing taxes, making Seychelles more competitive, and safer?

We people have been asking Michel,Faure ex-minister of finance who we must not forget help bankrutped our economy and PP regime to acout for them billion back in 2008.Both Miochel and Faure said the money is for Seychellois Businessmen(need to be proven first)but added that they would look into is case,especially becuase their might be a ihgh probability that those persons have not paid their comsations etc... that they< needed to,and that their actions might well also have been illegal.For years later,Seychellois are still waiting ofr action promised by Pp thugs.The question is,why in a desperate economic sitaution ,whereby a governemnt has been begging the world for money to stay afloat its goverenmnt would refuse to look and act in money lauderying or Fianacail leakage when it is in need of money?Well,the only logic explanation is that those billions belongs to persons could not be able to justify their assets(bien mal aqui)and are probasbly import members of PP thuggish system.

Blue PANORAMA porbably was operating its flight to Seychelles after being paid by PP to do so in order to give Seychellois the impression that St Ange and PP have solution and that after illegally selling Air Seychelles to Khalifa which have resulted in the destruction of our Tourism industry.And since St Ange and Pp have decided to turn our National Airline to a regional Airline flying from Dibai to Kilimanjaroo Kenya,we will porbably see more foreign airlines saying no to PP and St Ange.

Pp still has not get it!A National Airline donkeys is an important part of a Nation's Tourism industry especially a small island state like ours depending on Tourism.Unless St Ange and Pp get that,we will continue to see our tourism industry falling apart.

St Ange has failed,he cannot even market his own person to Seychellois.The problem of St Ange is once offered the ministerial position ,a childhood dream for him ,and being in touch on a regualr bases with PP thugs he has simply become contaminated by PP virus of corruption,ineffectiveness etc... For them the title is important not if they can deliver.Such symdrom is ivident in Michel,Faure,crocodilian Herminie and in most Pp thugs.

We all agree that our Tourism industry must work as we should all agree also that under the Butcher and St. Ange actual policy the industry is a free falls.Seychellois who have invested for decades in their businesses cannot afford to wait for internity for PP to get things right.Each day without solution is one day more of lost for those Seychellois enterpreuners.They depend on it for their living as the country economy.We need rapid and immedaite actions from Pp and St Ange and maybe they should start by listening to those in the industry than to Khalifa.
For the lack and passivenees of Pp and St Ange s helping our ecnomy free fall that the Central bank must dig in our meager National reserve a second since 2008 to save he collapse of our economy.Central Bank can be the long term solution the real solution is to get Tuorists to our shores and it is imperative that we have driect flight from Europe(the main tourist providers worldwide)in order to stabilize our fallen industry thus our main national revenues.
We cannot longer tolerate the ineffectiveness of two persons to destroy the whole country source of revenues especailly in this grave economic situation created by Pp.Immediate solution is needed.

candidate, in the political process: Nonetheless, we noted with concern
the interpretation of the Electoral Act: Chapter 68(A) which denied the
same amount of airtime on SBC as the opposing candidates standing on political party platforms –through our observations and judgment this was
unfair.
During the pre-electoral period, the mission heard concerns with regards to
the voters list, with alleged irregularities in the registration process. The
campaign period was also characterized by a perception of limited
differentiation between the state and the governing party in terms of
resources. The issue of campaign finance and other concerns surrounding
the campaign process will be addressed in our final report.
We also noted that during the cooling off period some malpractices
concerning financial transactions were reported, but evidence of such anti –
democratic practices is not easy to collect.
