James Michel Might As Well Just Set Up Lise Bastienne To Be The Next Presidential Candidate For "Parti Lepep".


Secretary General of the Office of the President

Lise Bastienne was born on 24th June 1973 in Victoria, Mahé, Seychelles.
Lise completed her primary education in Bel Ombre and Anse Boileau schools and her secondary education at Bel Ombre School, before joining the National Youth Service for two years.
On completion of her studies at the National Youth Service, upon which she was rewarded for being one of the outstanding performers in the academic and leadership fields, Lise joined the School of Business Studies followed by the School of Humanities and Sciences at the Seychelles Polytechnic. In 1994, she joined the Seychelles Teacher Training College.
Following her graduation in 1996, Lise started her career as a teacher at the Independent School where she taught English, Geography and History for eight years.
In 2004, Lise Bastienne joined the Ministry of Tourism and Transport. She was promoted assistant manager in the “Product and Diversity” department when the Seychelles Tourism Board was established.
She was transferred thereafter to the Office of the President. Lise developed her political acumen during the 2006 presidential elections as a member of the Presidential Elections Campaign Committee, in which capacity she was involved in the creation of the party manifesto and campaign material.
In August 2006, Lise Bastienne became Director of Presidential Affairs in the Office of the President and two years later she was promoted Director General for Presidential Affairs. In this role she has contributed substantially to the formulation of the President’s agenda for interaction with members of the public, the creation of platforms for direct democratic public participation, as well as the expansion of the liaison activities of the President’s Office with various arms of government, civil society, and the private sector.
Lise Bastienne was appointed Principal Secretary in the Office of the President in June 2010.
Lise Bastienne is the Chairperson of the La Digue Trust Fund, a Trust founded by the Head of State in 2012 to initiate, assist and fund social projects for the island of La Digue. She is also the Chairperson of the JJ Spirit Foundation, a youth NGO which has the support of over 10,000 members.  She is also a board member of Nouvobanq and the Housing Finance Company.  She is the Central Committee member of the ruling party for the La Digue and inner islands constituency.
Lise Bastienne holds an advanced certificate in Executive English from St. Georges College in London, a diploma in languages and social sciences teaching from the Seychelles Polytechnic and a Master of Arts degree in Leadership and Strategy from the Institute of Public Administration, Ireland. She is a graduate from the 2nd cohort of the Seychelles Young Leaders’ Programme.
Lise is married and has a son and a daughter.

President Announces Third Phase Of Restructuring

In line with the President’s emphasis on enhancing service delivery, on Government remaining connected to the people, and giving more responsibility to young professionals, President Michel has today announced a number of changes and new appointments in the Government and in Public Sector Agencies, which form part of the third phase of restructuring of government which started in March 2012.

“We are improving the government structure to remain relevant in an environment of changing public demands, modernised services as well as giving opportunities for innovation in order to become more efficient and effective in providing public services,” said President Michel following the appointments.

The Office of the President has been restructured.  The President retains direct portfolio responsibility of Defence, Legal Affairs, Information, Youth and Hydrocarbons.  In addition to the portfolios of Information Communication Technology and Public Administration which are already assigned to the Vice-President in the Office of the President, the portfolio responsibility for Youth has been assigned to the Vice-President.
An Executive Office of the President has been created.  It will be headed by Mrs Lise Bastienne who has been appointed Secretary General of the Office of the President.  In her new capacity, the former Principal Secretary for Presidential Affairs assumes responsibility for the executive functions of the Office of the President, including the management of the departments of this office, as well as liaison with other ministries, departments and agencies.

Mr Mohammed Afif remains Secretary of State in the Cabinet Office, and is directly responsible to the President.

Ambassador Callixte d’Offay, until recently the Secretary General of the Indian Ocean Commission, has been appointed the Conseiller Diplomatique à la Présidence. Ambassador d’Offay will continue to serve as the Non-Resident Ambassador to Mauritius, Comores and Madagascar

Ms Srdjana Janosevic, who is Chief Press Secretary, will also assume responsibility for the Department of Information, under the Office of the Secretary General.

Mrs Lekha Nair remains Principal Secretary for President’s Office Administration, under the Office of the Secretary General.

Mrs Jessie Esparon has been promoted to the new post of Chief Secretary for the Public Service, a post which combines the role of PS for Public Administration and Secretary of the Public Sector Commission which is responsible for the management of the Senior Public Officials.

The functions of the Ministry of Finance, Trade & Investment have been strengthened by the addition of the responsibility for Economic Policy and Planning.  The Ministry will have two Principal Secretaries.  Mr Steve Fanny remains the Principal Secretary for Finance & Trade, and Mr Bertrand Belle has been promoted to the post of Principal Secretary for Economic Policy &Planning.

Mrs Sherin Renaud has been appointed as the Principal Secretary for Tourism in the Ministry of Tourism & Culture. Mrs Renaud previously held the post of CEO of the Seychelles Investment Board.  Mr Rupert Siméon, who was previously Director General for Policy & Planning in the Ministry of Finance, Trade and Investment, has been appointed to the post of Chief Executive Officer of the Seychelles Investment Board. 

Mr Patrick Payet has been appointed as the Comptroller-General in the Ministry of Finance, Trade & Investment, a post previously held by Miss Sitna Cesar.  Miss Cesar will serve as Consultant to the Minister for the setting up of a new Commission for Public Enterprise Monitoring.
Mr Damien Thesée has been promoted to the post of Deputy-Comptroller-General.

Mr Yves Choppy has been confirmed as the Principal Secretary in the Ministry of Land Use & Housing.

Mr Ronny Palmyre has been confirmed as the new CEO for the Housing Finance Company, and Mr Timothé Sinon as the CEO of the Property Management Company.

Mr Marcus Siméon has been appointed to the post of Deputy CEO in the Agency for Social Protection.

The new appointments take effect from 15th January 2013.

The biggest challenges both the citizens and politicians face is that highly abnormal mechanism - what impact what when and why and then everbody pretend it never took place and another batch of what have you gets dish out and on and on. To you the readers, officials and anybody interested From India, South Africa and Africa or the Gulf Region in our Sechelles Seychelles Indian Ocean issues – our greater exile/Diaspora communities – It was not PM Tony Blair government that attracted that mega Australian upmarket shopping Mall –Westfield to London, having said that, their exist time and time mechanism to prove and disprove this workings. It was our greater Sechelles Seychelles workings which drove/dynamized and catapulted issues that the Australian decided to come to Shepherd Bush – then PM Blair politic, aspects, issues of New Labour and what was driving that New Labour if not that SIROP program, the vast many projects, development, as against what the British media then write. Not Seychelles government of then President FA Rene given his friendship with the Labour Party and PM Tony Blair. Certainly not that of President JA Michel current government or their diplomatic workings. Having called time and time again for some kind of accountability.

One good question the dynamic which compelled PM Cameron to coin the current workings of the Coalition as the Big society in comparison to PM Blair and Gordon Brown New Labour. One of that biggest challenge working such/those issues how Politicians, the citizens, media and Institutions forget so very fast and quick and if one may ask why/their reasons. In as much the public and citizens complain about the politicians, their benchmark, they are equally guilty – they where there then when the issues of that mega Australian Shopping Mall came to Sheppard Bush, the Indian Ocean workings and issues of PM Blair and the Africa commission and EU enlargement issues. What the Labour government of PM Blair withits new Labour politic was trying to underpin – the strong and important message to the world not a abour of communist and the such as they were labelled under Mr Neil Kinnock – but Labour prepared to embrace a very different of politic, economic,social and global workings.

One cannot blame the people and citizens given their concern to live and exist/work – the problem is for the governments – in this case the Australian government to remember very clearly or do their research when they come to address Seychelles issues our greater workings – because when they are not managed properly, poor or wrong benchmark is applied the very negative consequences and collateral fall outs. Given the meltdown in 2008 and events, the very many big Chains closing down and certainly uncertain future– the position and future of Westfield in Sheppard Bush and other parts of Britain.

Well,maybe some were able to studies in western universities(A handful only)But the problem wilh all those new faces,is that none had their experience outside JJ Evil Spirit Organization or PP governemnt ,thus what they know and have learnt is simply the way communists do things.So i donot expect them though,still young to do differently than what they learnt and know,namely keeping the status quo PP mentors put in place for the last three decades thus the end result will be the same.

Is Michel preparing LISE to be presidential candidate?well,maybe,she has a legitimate right to be a candidate.But would Seychellois allow her to be fakely brought on power to continue to enslave them,I am not sure they will.

Flooding can take place anywhere.But in the case of Seychelles history show,we never ahd our streets and whole districts under water.The main reasons of those floods are becuase in the last decades PP has blocked natural water drainages.Pp by reclaiming islands etc..has blocked all of those exisiting drainages,or ereduced them,thus water unable to flow as it should.

Apart from rebuilding which we would need our 2,5billions back to pay for the reconstructions,Put will have to put in palce a real effective DESASTER TASK FROCED,trained,eqquipped,etc for future desaster management.Pp will have to also rehabilitates our ecosystem,anture. like replanting trees of Praslin's mountains to avoid erosions,and stop the destruction fo our aptrimony, like on Praslin by raffles hotels,ETC...
