WHL Energy (ASX: WHN) has been granted a trading halt from the ASX today as it prepares to release a material update on its flagship oil and gas project in the Seychelles.

The company is seeking potential farm in partners for its offshore Seychelles acreage and most recently ratified the amended Petroleum Agreement with PetroSeychelles and the Seychelles Government.

This has reduced the number of wells it is required to drill to one from the original two wells.

Importantly, this provides WHL with greater flexibility to advance its technical work on the acreage and prepare for the introduction of industry partners and drilling.

There is an increasing level of international interest and activity in the Seychelles, including Afren plc commencing a major 3D seismic acquisition program in its nearby Seychelles blocks.

The halt will last until the earlier of an announcement being made available to the market, or the opening of trade on Tuesday 26 March.

VICTORIA, March 13 (Reuters) - Seychelles plans to revamp its model petroleum production sharing agreements before inviting oil and gas companies to bid for exploration licences from May 2013, an energy official said.

East Africa has become a hotbed of exploration after oil discoveries in Uganda and Kenya, as well as natural gas finds in Tanzania and Mozambique. Seychelles is attracting interest.

"Many firms have approached us but they will have to wait until after April to submit their proposals," Eddy Belle, chief executive of upstream regulator PetroSeychelles, said on Wednesday.

"By then we will have put in place the few pieces of legislation required to modernise our model petroleum agreement and the new fiscal regime," he told Reuters in an interview.

"We will not have a licensing round per se. The way we will do it is: after April 2013, oil companies can come in at any time and provide a proposal for an area," Belle said.




Belle did not comment on the details of the planned changes in oil laws but another government official, who did not wish to be named, said they would probably include an increase in royalties to 10 percent of petroleum revenue from 5 percent.

The source said there may be room for companies to negotiate a reduced royalty if the new charge made exploration unviable.

So far, Afren Plc and Australia's WHL Energy are the only companies holding exploration licences in Seychelles, an archipelago of islands in the Indian Ocean northeast of Madagascar. A few others have expressed interest.

Belle said that after April, once a company had approached the government for an exploration area, other interested ones would have up to 90 days to submit bids for the same block.

After the 90 days expired, the government would evaluate and award the exploration area to the company that showed it had the financial capability to conduct exploration and then go into production if it struck commercial quantities of oil.

"We are talking about companies which will have to start with exploration and if they are successful they will move on to exploitation," Belle said.

Belle said WHL Energy was still looking for a partner but was committed to drilling, while Afren had completed a 3-D seismic survey covering 3,350 square km and was now processing the data and identifying a drilling location.

Seychelles FM stresses importance of blue economy in littoral states
The importance attached by the Republic of the Seychelles to its relationship with Sri Lanka is demonstrated by the fact that President James Alix Michel of the Seychelles has appointed a Special Task Force to develop modalities to enhance co-operation with Sri Lanka - the only country in respect of which this step has been taken, Seychelles Foreign Affairs Minister Jean-Paul Adam said on Monday.

Minister Jean-Paul Adam underscored the vital bearing of the blue economy concept on the prosperity of both nations. He said a concerted action on the part of island states in the Indian Ocean is crucial to ensure that the resources of the ocean surrounding these countries are fully exploited for the benefit of the people of these countries. The minister said although fisheries constitute the main resource in this context, attention must also be paid to other ways in which the ocean can be made use of to strengthen economic development, and in this overall setting, such activities as trade and shipping, boat building and leisure activities connected with the sea as an impetus to tourism also deserve a significant focus.

Prof Peiris said the initiatives agreed upon in Colombo during the visit of President Michel were already being implemented by the two countries, and progress has been achieved to confer mutual benefit.

A concrete illustration of this is the plan by the Seychelles to purchase boats produced in Sri Lanka and to utilise, for its officials, training opportunities offered by institutions in Sri Lanka.

The two ministers agreed that Sri Lanka and the Seychelles, as littoral states in the region, share vital economic interests which warrant joint action, and that the multi -pronged program now under way is ideally suited for this purpose.

During the visit by Minister Peiris to the Seychelles Coast Guard, Brigadier Leopold Payet, Chief of Defence Forces, made a presentation on the role of Navies in the region in controlling piracy, people smuggling and other illicit activity, and commended the Sri Lankan Navy for its contribution in securing the safety of sea lanes in the Indian Ocean.

National Assembly Speaker Dr Patrick Herminie during his discussion with Prof Peiris expressed appreciation of Sri Lanka’s post-conflict achievements which he had observed at first hand on his recent visit to the country to attend the Commonwealth Parliamentary Association meeting in Colombo.

They discussed further programmes of co-operation between Parliamentarians in the two countries.

Hong Kong is the Abu Dhabi-based airline’s fourth destination in Greater China – joining Beijing, Chengdu and Shanghai. It is a strategically important new gateway for business and leisure travel between Asia and the UAE, GCC, Africa and island nations in the Indian Ocean. Travellers from Hong Kong can now connect seamlessly in Abu Dhabi to 12 destinations in Europe, three destinations in Africa, six in the GCC, and three destinations in the Middle East.*

James Hogan, Etihad Airways’ President and Chief Executive Officer, said the new codeshare with Air Seychelles demonstrated the opportunities for revenue growth and network expansion available to each airline through increasing co-operation and resource sharing.
“The codeshare with Air Seychelles allows Etihad Airways to commence services to Hong Kong and extend its reach into Greater China sooner than would have been possible independently.

“It gives Etihad Airways immediate and direct access to rich, new sources of passenger and cargo revenue in Hong Kong and major outbound travel markets in southern China such as Guangzhou and Shenzen.

“It also provides another vital commercial and cultural air link between the UAE and China, the UAE’s second biggest trading partner, and gives travellers from Hong Kong and nearby southern China access to a wider choice of business and leisure destinations.

“At the same time, Etihad Airways’ contribution to selling seats and cargo on the new route helps Air Seychelles maximise its return on capital as it works with key stakeholders such as Seychelles Tourism Board and partner airlines to accelerate tourism growth from Hong Kong, southern China and other markets in the region.

Commenting on the new route from Abu Dhabi International Airport, H.E. The UAE flag carrier acquired a 40 per cent stake in Air Seychelles in 2012 and signed a five-year management contract to provide strategic support and management expertise in reshaping the airline as a sustainable commercial entity.
Earlier this month, just 12 months after joining the equity alliance, Air Seychelles reported a net profit of US$1 million for the 2012 financial year. The profit announcement followed three previous years of significant losses.

WHL Energy signs Fortune 500 firm as potential Seychelles partner

WHL Energy (ASX: WHN) has executed a highly anticipated non-binding Letter of Intent with one of the top 100 companies on the Global Fortune 500 list for a potential farm-in to its Seychelles oil and gas assets.

Managing director Steve Noske noted the potential partner has substantial production and technical exploration experience and assets that are in line with the company’s stated goal of partnering with an organisation with the capacity to help take the valuable Seychelles asset forward.

He cautioned that there were a number of pre-conditions to be met before any legally binding Farmin Agreement is signed.

Letter of Intent

The non-binding Letter of Intent outlines the following:

- A timetable for discussions with the Government of the Republic of the Seychelles necessary to progress the proposal;
- Iindicative commercial principles in respect of the potential farmin to assist those discussions;
- Principles for a forward work programme for the Seychelles oil and gas assets; and
- The conditions to a process for progressing the negotiation of fully-termed binding agreements (including a Farmin Agreement and Joint Operating Agreement (JOA)).

The LOI is initially non-binding and there is no guarantee that these discussions will result in a legally binding agreement to farm-in or that all the conditions precedent to such an agreement will be satisfied.

Seychelles

WHL had late last year ratified the amended Petroleum Agreement with PetroSeychelles and the Seychelles Government.

This has reduced the number of wells it is required to drill to one from the original two wells.

Importantly, this provides WHL with greater flexibility to advance its technical work on the acreage and prepare for the introduction of industry partners and drilling.

WHL has a strong exploration portfolio that includes some 23 prospects and leads in the exploration acreage with estimated total mean prospective resources of around 3.5 billion barrels.

Work has also shown that the Seychelles geology shares strong similarities to Madagascar, which is an oil prone system, and has potential source rocks that are oil mature.

To top it off, there is an increasing level of international interest and activity in the Seychelles, including Afren plc commencing a major 3D seismic acquisition program in its nearby Seychelles blocks.

Analysis

Bringing in a Fortune 500 company as a potential partner highlights the attractiveness of WHL’s Seychelles assets and will significantly reduce exploration and development risks.

As at 31 December 2012, the company had $8.2 million cash on hand.

IMF completed sixth review under Extended Fund Facility (EFF) for the Seychelles with US$ 2.0 million

The Executive Board of the International Monetary Fund (IMF) completed the sixth review under the Extended Fund Facility (EFF) for the Seychelles. The completion of the review enables a disbursement of SDR 1.32 million (about US$ 2.0 million), which will bring total disbursements under the arrangement to SDR 19.8 million (about US$ 30.5 million). The Executive Board also approved an extension of the arrangement by one year to support the country’s economic reform program and an augmentation of access by 60.6 percent of quota.

The Extended Fund Facility became effective on December 23, 2009, in the amount of SDR 19.8 million (see Press Release No. 09/472).

Following the Executive Board’s discussion, Mr. Min Zhu, Deputy Managing Director and Acting Chair, made the following statement:

“Economic growth in 2012 has held up, with tourism from new markets offsetting weakness in traditional European arrivals. An uptick in inflation in the first half of the year emanating from higher energy prices and exchange rate depreciation has been successfully curbed by tight monetary policy. The outlook is benign, but remains vulnerable to the uncertain global environment.

“The outlook is supported by sustained strong policy performance. Introduction of the value added tax, now planned for January 1, 2013, marks an important milestone in the ongoing modernization of Seychelles’ tax system, while the move to automatic price adjustment mechanisms for fuel and utilities will help strengthen the financial position of parastatals.

“Current economic policies are appropriate and consistent with falling public debt over the medium term. Tighter fiscal policy should also preempt potential balance of payments pressures and provide scope to loosen monetary policy as inflation declines. Given the difficult global environment and rising debt service, the authorities should aim to build buffers by increasing international reserve holdings, and they should take a cautious approach to contracting new loans.

“The structural reform program aptly aims to improve financial discipline in public enterprises through better oversight. Moreover, recent ad hoc price adjustments and the introduction of an automatic price adjustment mechanism for fuel are welcome first steps toward cost recovery pricing, which will be further strengthened by the planned utility tariff reform.”

With rising debt burden as grace period terminates as per this IMF report, I do not know any one who will put a single cent into Seychelles, unless he is Khalifa and this will create more unstable environment.

Khalifa is already paying salaries for 80 gurhkas to keep Michel in power.

Would the financial crisis in Cyprus have any impact on our own economy? This question us raised because..If my memory serves me right, I recall that some 3 or 4 years ago, after a stroke of genius, the former Chairman of Seypec suddently announced that our oil tankers would - from then on - be benefiting from an agreement made between Seypec with a private company in Cyprus!
It was claimed then, that this new partnership was to make us all richer, and proud. We wre not privvy to further information from Seypec, concerning the financial deals that had been made on our behalf. We recall also that we were not privvy to be made aware of how much of our money was invested by Seypec. As we now know Seypec was never audited. Many of us are wondering whether some of our money had been stashed away. For instance, is there any of our money "invested" in the new Ephelia hotel venture? We merely wish to know, since we believe that the former Chairman of Seypec has major interest in the Ephelia venture. Since we do not know much of the deal with our oil tankers in Cyprus etc.. and now that Cyprus appears to be undergoing a melt down financially..would the present Chairman of Seypec be in a position to to tell us, the tax payers of what is to become of the deal in Cyprus? Perhaps the new Doctor in Forensic Finance would be tasked to investigate?
My mum is very very worried of all these developments. She says that, far from becoming rich, the situation is making her very very ill. Every week she has to have arguments with the staff at the Agency for the Vulnerables in Ocean Gate House. She feels that she has paid enough taxes already. To get her health back on track, she says the staff at Ocean Ggate House should send her on a 2 weeks break at Ephelia Hotel. She says that will do her a lot of good, especially since she know that area very well since she was sent there as an inmate the former boot camp at Por Loony, some years ago. She says she still feels very vulnerable, taking into consideration the time she spent at the President's Village of Lust (oops! Love).
Whatever her hopes, some folks in town are wondering whether our oil tankers are at risk of being seized by the proper owners in Cyprus, since many depositors there are losing out. Should we be concerned??

After the lease was executed it was pledged to raise money from MCB 125 Million Euro.

The project was built with Bangladeshi labor at $100.00 per month.

It is a massive theft and investment that circled around abuse of power.

From the very begining Michel did not make clear the rationale for choosing particular companies in the bidding process.They appear to have allowed special treatments or preferential access to oil licenses leading to doubts about the integrity of the process.Oil licenses were awarded to companies whose beneficial owners remain undisclosed,all this are situtations that provide space for mass corruption.Some pp officials are beleived to even have shares in those phantom companies.

To demontrate the extend of PP last act of treason,here is some exmaples on how things should work.

Governemnt legislations are firstly required to ensure this occurs in an orderly and transparent way.To achieve high standards of transparency,accountability and avoid that bonanazy turn into bust:-The competition in the award of contract should be an effective mechanism to ensure value and integrity,Bills should be enacted for legal framework,instituional framework,how the business is safeguarded and guarenteed,issues of licensing,who owns this resources,and who are the actors.

Governemnt revenues accrue from oil should be put under an Indepedent Body accountable to the Assembly and civil society.Politics shoulb be seperated from management of oil management,instead a Public Interest And Accountability Committeee made up of governemnt,Corporate and civil soicety groups is needed.

To amke transparency and accountability more effective the Committe should be a member of EITI with a National law in the legislative pipeline.

A Revenues Management Bill should be legislated to ensure the well-managememnt of revenues for bad times and for future genrations.

Lastly,there is one question that has often been asked and put to governemnt officals and corporates namely Why contracts are made in secrecy and not disclosed?Their naswer is always the same "contracts disclosure turns Investors away".Such theory is rediculous,the fact is the reason for secretive contracts is that it prevents citizens from holding politcal and corporate leaders acountable.secrecy is a means of robbing,bribing etc...millions from the people^s coffer.

Pp and foreign thugs should know that Seychellois refuse,not recognize those illegal deals they made,thus those Pp thugs responsiblie would have to face justice from the crimes and as to foreigne collaborators,benfitors they must know that we would take bavck our assets from them.

Extraction resources PP,are public assets and conditions of their use should be subjected to public oversight.

Michel was asking for Amnesty.I think he last act of treason deserve more a Capital punishment than Amnesty.

I do not know who loves who but I surely know that we all love to speak our mind. Some of us tell the truth or at least try to reason while others just shoot their mouth for the sake of speaking without making any sense at all.

To find out if the Seychelloise really like Michel, we should do a national pole. Women who lost their babies in the care of the Victoria Hospital should NOT be allowed to participate.
