Fish and twits Seven MEPs' £100k seafood holiday in Seychelles
SHAMELESS MEPs are to escape the financial crisis engulfing Europe on a junket to the Seychelles costing taxpayers more than £100,000.
Seven Euro MPs have signed up for the five-day fisheries mission — and will be joined by three administrators, two secretariat officials and TEN interpreters.
Three MEPs down to go are from crisis-torn Spain, and there are one each from teetering Italy and debt-riddled Ireland. The others are from France and Germany.
The estimated £104,000 cost includes £5,499 EACH to send every Euro MP and bureaucrat business class to the isle of Mahe.
MEPs are not obliged to attend the series of meetings lined up with locals.
And they can bring spouses to enjoy the free stay at luxurious Berjaya Beau Vallon Bay resort and casino.
UKIP leader Nigel Farage last night blasted next month's trip by his fellow Euro MPs. He said: "It beggars belief that a bankrupted and bailed out EU thinks this is a good way of spending money which they clearly can't afford."
A European Parliament spokesman said the trip was to discuss a fisheries deal, check sanitary arrangements for tuna imports and discuss piracy risks.

The Defence Forces is to clamp down on serving soldiers using their military skills to work for private security firms while on leave.
The move comes after a lengthy investigation by military police into activities by serving soldiers in the Seychelles who worked on security contracts for the local government, which is hard pressed to deal with a Somali piracy problem.
An eight-month investigation was carried out by military police, aided by officers from G-2 military intelligence and the Army's legal branch, into a variety of claims about the soldiers, which first surfaced last March.
These included unfounded allegations that soldiers were involved in buying illegal arms in South Africa while they worked for Irish security firms in the Seychelles, some of them run by ex-Defence Forces officers.
The report has now gone to Defence Minister Tony Killeen and concerns allegations against five personnel, two of them serving soldiers and three former soldiers.
The Sunday Independent has learned the investigation has concluded that:
It found no evidence to support claims that Defence Forces equipment was used in any activities;
There was no evidence of any illegal arms purchases or sales;
No Defence Forces regulations were breached by the soldiers involved.
The conclusions mean that no disciplinary action will be taken against any of the serving soldiers, who effectively worked for another government as security officials while on 'harvest leave' or a career break from the Defence Forces.
That leave may be taken at the discretion of the military authorities if the purpose is "for domestic responsibilities, further education, or travel abroad", according to the Defence Forces.
But in the case of off-duty employment, "which is likely to prove detrimental to the best interests of the service, measures may be taken to terminate or limit the scope of such employment".
After the outcome of the investigation, however, Chief of Staff Lt Gen Sean McCann was sufficiently alarmed to update policy on off-duty employment.
It is understood he has decided that because of the specialist training required for certain military employments, "it may not be compatible with service in the Defence Forces for such training and skills to be employed outside of the Defence Forces.
"In this context he has updated Defence Forces policy on off-duty employment to provide, inter alia, that certain DF personnel cannot undertake off-duty employment that utilises the military training they acquire as part of their service in the Defence Forces."
The restrictions are understood to apply to highly-trained personnel, such as communications and intelligence specialists, members of the Army Ranger Wing, bomb disposal experts, and others who receive specialist training.
During the investigation the chief of staff and Mr Killeen received letters from the Seychelles chief of defence and their minister for foreign affairs indicating that any arms purchased for their state forces was fully legitimate and were in use by authorised Seychelles personnel.
The report said that the letters confirmed that the Irish Defence Forces personnel "only provided and facilitated lawful services for the government of the Seychelles and in doing so made a significant contribution to the welfare and safety of the country".
The letters also indicated that the character of Irish personnel who assisted in training their state police force was "of the highest order".
The claims that serving Irish soldiers were working in the Seychelles and involved in various activities were first made by a Clare businessman and taken up by MEP Joe Higgins and by Sinn Fein's Martin Ferris in the Dail.
Local Seychelles media claimed private security contracts, some of which went to Irish firms, were worth €25m.
Irish citizens have had an increasing involvement in the Seychelles in recent years, offering expertise on their economy, security matters, training of civil servants and advice on combatting Somali pirates.

The attempt by the ruling party to seize these flyers is indication of the ONE PARTY STATE mentality it is still in after 18 years. Similarly, the fielding of fake opposition parties is also indicative of a One Party State mentality. Taken together, it is indicative of the possibility of a not credible election process in play, because to BOYCOTT an election is a right just as to support and vote for an election is.

Ranger ordered to curtail libel claims

A FORMER member of the elite Irish Army Ranger wing who is suing the Sunday World for defamation of character has been told by the High Court he must curtail the scope of his claim for damages.
Sunday Newspapers Ltd succeeded yesterday in a bid to force Seamus Griffin to whittle down his claim on the basis that certain imputations he ascribes to an article were not reasonably capable of bearing the defamatory meaning that he contends.High Court President, Mr Justice Nicholas Kearns, said the June 2010 article by the paper’s Investigations Editor, Nicola Tallant, had stated that a major military investigation was under way into allegations that elite rangers had taken leave of absence to give weapons training in the Seychelles to a squad of armed police nicknamed "The Assassins".
She had said the Army’s Special Investigation Branch was also probing allegations that one or more of a trio, including Griffin, had been involved in purchasing black market arms from South Africa for the Seychelles.
Stating that the "double-jobbing" scandal would be deeply embarrassing for the Army if any of the allegations were proven, she had added that the Army was being dragged into "…financial wranglings with the allegations that serving rangers worked on contracts which involved weapons training for an elite police squad".
Griffin claimed the article meant he had been involved in the illegal purchase of black market arms; improperly took leave of absence to give weapons training to police in the Seychelles; was training members of an armed police squad to act as assassins; was working at a lucrative secondary job which conflicted with his employment; he was the subject of a major military investigation; was forced to retire from the Army and that there were substantial grounds for believing he had acted in the manner described in the article.
Judge Kearns said Oisin Quinn SC, counsel for the newspaper, had contended that the article had made clear at all times that there was a military investigation into allegations that rangers had taken leave of absence to give weapons training to police in the Seychelles.
Mr Quinn had submitted a statement that an inquiry was under way could not be equated by any fair-minded reader as meaning Mr Griffin was guilty of the sort of wrong-doings he had specifically pleaded were suggested in the Sunday World article.
Paul O’Higgins SC, counsel for Griffin, had said the overall layout and get-up of the article had gone much farther than to merely relate that an investigation was in progress.
Mr Justice Kearns said he was satisfied Mr Griffin’s case must be confined to the contention he was the subject of a major military investigation and that there were substantial grounds for believing he had acted in the manner described throughout his overall claim.
"In my view, he is not entitled to contend that the meanings contained in the imputations were that he was actually guilty of such behaviour," the President said.
He said the article contained many statements to the effect that "allegations" only had been raised.
Mr Griffin’s claim for damages will be heard at a later date in a full trial in the High Court.

WHL firms up Seychelles leads
Australia’s WHL Energy has identified 27 leads and prospects on its acreage off the Republic of Seychelles following the analysis of new 2D data.

WHL said the areas identified from the recently acquired 2D seismic and were estimated to contain a total mean prospective and best estimate oil resource of 5.5 billion barrels.
The largest structure mapped from the 7966 kilometre shoot was the Beau Vallon feature which WHL assessed to hold a mean estimate of about 1 billion barrels of prospective resource, with an upside potential of up to 2 billion barrels.
“To have confirmed, with good quality seismic, leads and prospects of this magnitude within our portfolio is a great achievement for WHL Energy’s technical team,” managing director Steve Noske said.
“Furthermore the identification of numerous play types within three separate fairways provides management with great confidence as it progresses farm-out discussions.”
WHL has formally commenced farm-out negotiations for its offshore Seychelles assets with the opening of a data room at its offices in Perth, Western Australia, and hopes to formalise farm-out agreements by the end of the year, with the aim of potentially beginning a drilling programme next year.
WHL added it had enlisted Netherland Sewell & Associates Incorporated to carry out an independent review of the prospective resources in its Seychelles acreage which was currently ongoing.

Seychelles Freedom Party met with SADC’s team today prior to the national assembly election 2011 which we will not be taking part in; inview that certain recommendations made by International observers for democracy to exist in Seychelles has not yet been implemented.
Mr. Kingsley Sebele, Mr. Lovemore Sekeramayi, Mr. Muzanima Erastus Jason of SADC observers spoke to the secretary general of Seychelles Freedom Party Mr. Jean-Paul Isaac and Administrator Ms. Vanessa Gertrude at SFP office, Dockland Rm 16 On the upcoming national assembly election and the reason for boycotting this election.
The SADC observers clearly stated that they were here to observe rather than monitor the election processes. Concerns regarding the electoral commission, the ballot box, voter education, campaign and formalities were raised. The secretary general explained the concerns of Seychelles Freedom Party regarding the non implementation of democratic standards and why the boycott is of existence, allegations of voter’s list credibility, alleged states fund being used in the election by the ruling party was also a topic raised by the (SG) of SFP.
The creation of PDM (Popular Democratic Movement) was discussed on. It’s sudden existence constituting of ex- SNP Executive member and the dissolution of the national assembly with the vote of one of PDM’s member for Au cap Jane Carpin. The time frame of seven days of the creation and it’s candidates as well as leadership was also raised in the talk.
Important point of the creation of the electoral commission through a process whereby the constitutional court authority (CAA) appoints seven candidates which the president picks five out of the lot is also is the main point which was discussed with SADC showing that the president took power away from the (CAA) reducing it Power.
The SADC observers which are split into three teams for these meetings with political entities and party; whereby SFP met team 1 took note of the various concerns and reason why Seychelles Freedom Party is boycotting the parliamentary election 2011.
Gill Replies To President Michel
I am writing to provide another view on TODAY headline on Monday, September 26th, 2011, titled “ We have proved our resilience as a nation”.
Briefly, this headline covered an interview with President Michel of the Republic of Seychelles.
When posed with a question on how the President sees Seychelles economic future over the next Five (5) years, he said that his view is optimistic, and said that: “we have weathered the 2008 global financial crisis and we have proved our resilience as a nation, especially in the spirit of leve Debrouye”.
The global financial crisis of 2008 started in September of that year. In July of that year, we issued a notice to Lehman Brothers that we would not be able to make the August 3, 2008 interest payment of $3 Million to Lehman Brothers. Seychelles could not raise $3 Million, think about that. The repayment date came, and it left us. We failed to make the payments, and defaulted on the Lehman Brothers Bond. Our country financial rating was downgraded and we enjoyed a dubious title of most indebted country in the world per capita.
To refresh Mr. President’s recollection of this dark period under his leadership, by October 30, 2008, he went on SBC and announced that Seychelles will take on an IMF Standby Arrangement Facility (SAF). This money was needed, because we were running out of fuel and our suppliers had to be paid or the vehicles in Victoria, would stop running.
After we were successful in renegotiating and rescheduling our debts, and pardoning about 20% of our debts under a hair cut program, our debt repayment was rescheduled to commence in 2012 (that is next year) , allowing Mr. President sufficient time to get through another election.
Well, 2012 is just around the corner, and the debts will now have to start to be repaid. This whole scenario does not show that in the face of the first world financial crisis we were “resilient” as Mr. President Michel suggest. To the contrary, it shows we are very “vulnerable” to external shocks and external events. It is for this precise reason why Seychelles cannot afford to
have a half baked democracy. Faced with great challenges ahead, we need the real thing in order to foster real social cohesion in order that we may with success tackle the challenges ahead as a country that is focused on those challenges.
The world is sending alarm bells of a double dip recession. This time, it is Europe, our main markets for Fish and Tourism are under threat of a long term downturn of perhaps Ten (1) years. IMF said last week, it may not have enough money to bail out Europe economies in this crisis which is about to blow.
Already, both of our main industries are under threat of under productivity and severe under performance. A double dip recession will aggravate this. This is no time to venture under funded into emerging markets that will take years to establish. This is a time to consolidate our industries in markets where we already have a footing and a track record. This is basic business common sense when faced with a prolong downturn and shortage of cash all around to get everything done that needs to be done. Spread ourselves too thin, we will not develop any new markets and we may lose traditional ones as we saw in the UK recently.
We cannot hold our breath on oil reserves either as Mr. President suggest. As the world recession sets in, demand for oil will drop worldwide. As demand drops, the price for oil will slump. Already Sweet Crude Oil is trading at $82.00 per barrel a Four year low this week. Offshore exploration and drilling is not viable at those prices.
On New National Assembly…
Mr. Michel says he welcomes a National Assembly that keeps checks and balances on the Executive. This is a very nice wish. But in the PPB’s it is Mr. Michel himself, on SBC, that tells us, he will personally see to it that the National Assembly MNA’s do a good job and work hard. He even endorses these candidates openly without letting the Public pick them, without Executive interference. This is a complete dubious contradiction, again.
In a Democracy, the opposition is chosen by the people in the opposition community, not by the ruling party. When the ruling party chooses the opposition, this is commonly referred to as an autocracy or a one party state.
I ask Mr. Michel to clarify exactly what he means, because he has me dumfounded as to what he really means. In this light, it is important to note, that constructive debate can only come about, if one is willing to lose an argument, and not take it personally if he is wrong. It is through the fair and open battle of ideas, that a country grows.
We Are Very Vulnerable In 2011
The future of Seychelles hangs on a precipice of becoming a failed state under James Michel, though he is not responsible for all the calamities, but takes credit for some of them. A second Supplementary budget needs to be passed to keep the government running. Today, offices are running on credit. Devaluation is a high possibility in the coming months. Our Gross Domestic Product may slip by -10% this year, sending us into an official depression, not recession, like Europe is toying with. Piracy is a continued scourge, menacing Tourism and Fisheries. Inflation will creep back in less spending power of the Seychelles Rupee. This means our people, all of them, will suffer collectively.
Next year and years to come, we will have to make great sacrifices to pay down the debts that brought the title of most indebted Nation in the World upon us in those late months of 2008.

Democracy Dies, We Want FREEDOM!
This week was a very busy week. While the cooling off period was used by PL and PDM candidates to sit down, relax, have a Guinness and drink over the charade, I was doing my part to expose the One Party State National Assembly Elections .
Democracy Funeral Service at Mont Fleuri
The first order of the week was to call in to the Democratic Party office, to pay my respect to dead Democracy that lay in rest, in a coffin. As I entered the DP office, there it was, on the veranda, a little coffin, big enough for but a young youth. The coffin was white, and the message was clear: Democracy had died in Seychelles , and its death has been announced by the fielding of a fake opposition, by the Communist party.
I placed my bouquet of Perry Winkle ( Rose A Mer) in the coffin and said my prayers for Democracy and Freedom. You will recall, Rose A Mer is used to kill worms in your belly when you were a child. The bouquet was draped in black cloth to symbolize death of Democracy.
Democracy Dead For A Long Time
Democracy has been dead since 1977 in Seychelles . New hope for Democracy and Freedom came with the ushering in of Multi party elections and the return of Mancham to Seychelles on April 12, 1992. But that hope did not bear fruit, aside from the occasional patronage by SPPF. Rene left office without meeting his own promise to us. In fact, he left us indebted and Michel not only picked up the bill, he tripled our outstanding debt on a borrowing spree for Four (4) years unmatched in our history.
Since 2004, Michel spoke about Democracy, but did little to help it prosper. The last elections have only exposed that democracy in fact, has never been alive in Seychelles . Just this week, the Freedom Party had 500 leaflets confiscated in town and distribution was halted for the BOYCOTT. The man “Pti Norcy”, who sells Weekly was slammed behind bars for Three(3) hours. What kind of Democracy is this with Michel? State House thugs accompanied the Police to enforce political will upon us.
Confirmed Dead On Arrival
The arrival of these fake elections, confirm Democracy in Seychelles is dead. In no country will a ruling party field its own opposition party. It is just not done, and it baffles me to think that PL thought they could do such a treacherous act to kill Democracy. This is like a Uncle sleeping with a Niece in his brothers house. NCC would step in. The Niece of course is told to stay silent or else!
It is just not done. When it is done, a Pandora’s Box is opened. You know what happens when Pandora’s Box is opened. You destroy everything you created yourselves.
Why Democracy and Freedom Is Important To All Seychellois
Democracy and Freedom go hand in hand in a healthy prosperous society. When it is in place, respect for the individual is enshrined and this allows each person, each citizen enter a flood gate of opportunity to improve themselves in all aspects of their lives. Democracy removes the valves of the state that regulate our lives from our lives needlessly. When the State is reduced to essential governmental functions individuals can have the opportunity to excel in life. When that happens our country wins and all Seychellois will win.
Freedom respected sets the human spirit free for all of us. For communists this is a promise of a bad dream. For Freedom Loving Seychellois and great men like Dr. Martin Luther King, it is the promised land.
Rene and Michel has promised Freedom like Dr. King dreamed of. This promise was made in November 1991 when Rene told us he was moving the country to democracy.
But Rene and Michel did not deliver Freedom. Instead, Rene promised, Michel stuffed it……according the ceremony I attended, right into a coffin from day one the fake opposition in play symbolizes this.
People of Seychelles , we have all made mistakes in life. We all have dreams, and we all want a better life………., this weekend, raise your hand to be FREE ………Tick three times: 1. NO -to One Party State, 2. Yes- to Democracy,3. Yes- to Freedom!

Democracy is truly dead in Seychelles!
After the wake of Democracy which will go on for a while until the first of October for its burial according to Ralph Volcere.
The leader of Seychelles freedom party dropped by to pay his respect at the casket and deposit flower.
Minutes After The Communist party had Disposed of Democracy Mr. Eward Emmanuel a true Seychellois Patriot and a Freedom loving Seychellois was arrested by four CID police officials only to confiscated his Boycott Flyer, put out by Seychelles Freedom Party to tend to the Boycott until Democracy can be rebirth in Seychelles.
SFP is going to implicate legal counsel to get it's property back, its flyer back into our hands so we can restore democracy by Boycotting this Parliamentary election 2011.

Secretive banking laws in the Seychelles have made it popular with those who wish to avoid the prying eyes of the tax man or police.
IT WAS a phone call that seemed to shake Ric Battellino to the core. The Reserve Bank deputy governor was used to handling inquiries from the media about economic issues. But Battellino had never taken a call about bribery - let alone allegations that challenged the governance of Australia's central bank.
What seemed to most concern the respected economist about the call from The Age in May 2009 was not just the allegation that the RBA's plastic bank-note maker Securency may be bribing its way to success around the globe. Securency, Battellino was also told, was allegedly sending huge payments to mysterious offshore tax haven bank accounts.
''If this is happening, it is against all the policies and procedures that the RBA has put in place for this organisation,'' Battellino said at the time. He vowed to take action.

Battellino was good to his word, notifying the chairman of Securency, fellow senior RBA official Bob Rankin, of the allegations. Rankin called in the Australian Federal Police and ordered a limited audit of Securency, a move backed by the other RBA appointees on Securency's board.
But a further logical and prudent step - to immediately stop any further payments to offshore accounts - was not taken.
Confidential Securency documents obtained in the past week byThe Age show that for up to six months after the federal police began investigating the firm for bribery, Securency continued sending huge lump-sum payments to a mysterious front company in an offshore tax haven.
According to a senior corporate sector bribery investigator keeping a watch on the Securency scandal, such transactions should not just have been immediately stopped when police began their probe. They should never have been allowed in the first place.
''Using offshore accounts and front companies is high risk and should only be done for a very good reason. As far as I can see, Securency never had a good enough reason,'' the investigator says.
It is now almost certain that some of Securency's offshore payments were used to bribe corrupt overseas officials and politicians whom Securency needed onside to win bank-note contracts.
The recently unearthed Securency documents - passed by The Age to the AFP - help highlight the two distinct parts of the bribery scandal.
The first part is being investigated by the federal police and involves up to 10 senior Securency employees allegedly breaking Australian or British bribery laws.
The second part of the scandal is not being investigated by any formal probe. This part of the scandal is summed up by a single question: how could extremely bribery-prone behaviour occur under the watch, or with the acquiescence, of the RBA and the other government agencies working hand in glove with Securency?
After all, the RBA doesn't just own half the company. It oversees its operations by appointing its chairman and half of the Securency board.
Government agencies, including Austrade, have also worked closely with Securency overseas, introducing the firm to several of the middlemen now suspected of doing the firm's dirty work.
Police are powerless to probe the second part of the scandal. But most government officials aware of the scale of Securency's corruption believe a broader probe, to look where police cannot, is needed.
Between October and March, the group of islands off the east coast of Africa that comprise the Republic of the Seychelles draw thousands of tourists. Most come to swim in the sparkling turquoise waters and soak up the sun. But not all.
As a renowned tax haven, albeit one slowly meeting international demands for improved accountability, the Seychelles has some visitors who prefer to do their business out of the sun. Secretive banking laws in the country have made it popular with those who wish to avoid the prying eyes of the tax man or police - money launderers, corrupt businessmen, tax dodgers and arms dealers.
This fact alone makes it an odd destination for a firm owned by the Reserve Bank of Australia to wire money, let alone millions upon millions of dollars. But confidential Securency documents show that between 2008 and 2010, Securency sent more than $10 million to a Seychelles front company, SPT Limited. So why was this done?
The Seychelles company is run by a clique of South African businessmen, including a convicted white-collar criminal, whose job it was to help land a series of plastic bank-note deals in Nigeria. Stakes were high. If Nigeria could be persuaded to switch the country's paper currency to plastic notes, then Securency, and the RBA, would make a motza.
The leaked company documents show that the Seychelles company was a vehicle for paying several overseas agents, or middlemen, to get Nigerian officials onside. It is believed that one of the agents was responsible for getting a senior Nigerian politician onside.
This agent, whom The Age is not naming for legal reasons, said in an interview last year - after first denying he worked for Securency - that he was known as ''old Daddy'' by Nigeria's political elite.
The other agents paid via the Seychelles company were responsible for influencing officials in the Nigerian central bank and the country's mint.
The Seychelles front company was given a large cut - 12 per cent- of the value of every plastic bank-note contract won by Securency. The documents show that the company planned to dish out these funds to other parties, sometimes via other offshore accounts or secret trust accounts. The agents ultimately used by Securency to win Nigerian contracts had bank accounts in Europe, the United Arab Emirates and the Isle of Man.
The system set up by the mysterious businessmen behind the Seychelles account worked a treat. As the contracts rolled in during 2008, Securency made payments totalling $3 million to the Seychelles. Even the AFP investigation into allegations that Securency was using offshore companies to bribe overseas officials didn't stop business. In the six months after the investigation began in May 2009, a further $7.25 million poured into the company's accounts in the Seychelles.
The wiring of funds to multiple offshore accounts and front companies will make it extremely difficult for any policing agency to confirm the identity of the end recipients
of the funds. But The Age's investigations, which involve speaking to company insiders, agents and Nigerian government officials and obtaining dozens of Securency files, strongly suggest that Securency's African business dealings were arranged to cover up bribery.
Up to $23 million in suspected kickbacks were paid in connection to Securency's Nigerian contracts, far more than the value of any of the work that was actually done by the agents whose accounts were enriched.
A federal police witness, who used to work for the RBA firm, has told police that a senior Securency manager confided to him that several Nigerian officials were indeed bribed.
It is the likelihood that some of these alleged bribes were paid with money sent by Securency to offshore accounts after police began their inquiry, which raises some of the most serious questions about the RBA's oversight of its bank-note firm.
But the RBA, which has repeatedly declined to answer any questions about the scandal, is far from alone in facing questions about its conduct in respect of the scandal.
Last month, The Age reported that federal government trade agency Austrade helped introduce a Vietnamese agent to Securency, even though Austrade knew as far back as 1998 that this agent had ''family relations in various key [government] ministries''.
Austrade documents reveal it had recorded that this agent had a ''well-connected'' father and a ''father-in-law [who] is minister of interior''.
In hooking this agent up with Securency to help win a deal in Vietnam, Austrade appears to have helped arrange an extremely bribery-prone relationship.
Under Australian anti-bribery laws, it is illegal for Australian companies to provide benefits to foreign officials, their representatives or relatives to obtain improperly a business advantage.
So where did Securency end up paying this Vietnamese agent his millions in commissions? The tax haven of Switzerland.
